Chapel Row gets the green light as demand for prime office space in Jersey outstrips supply.

Goat has welcomed the decision to grant planning permission for 19-21 Esplanade, the new-build centrepiece of Chapel Row.

Planning permission was granted on 24 September 2026 following a successful appeal. The decision clears the way for approximately 70,000 sq ft of best-in-class prime office space across two landmark sites between St Helier's historic town centre and the waterfront.

Work is already visible on the ground. Refurbishment is underway on 17.5-18 Esplanade – Chapel Row East – and the first occupiers are expected to move in from October 2027. The seven-storey building at 19-21 Esplanade – Chapel Row West – is expected to welcome its first tenants in late 2029.

The approval comes as demand for high-quality workspace in Jersey continues to grow. A recent review by D2 Real Estate found that only 1.5% of prime office accommodation is vacant, compared with 5% of office space overall. Jersey’s Planning Minister Senator Sir Mark Boleat said: "We do need top quality office accommodation if our financial services industry is going to be as competitive as we want it to be, and that's vital for the whole island." D2 Real Estate Director Chris Daniels added: "There's a lack of supply of new space coming through that's the quality most modern occupiers want."

Chapel Row is targeting BREEAM 'Excellent' and 'Outstanding' accreditations. With sustainability and best-in-class performance front and centre, it is designed around what today's businesses need to attract and retain talent: abundant natural light, comfort, flexible floorplates and high-quality meeting spaces.

At the heart of Jersey’s business and finance district, Chapel Row’s location and superb end-of-trip facilities will make sustainable travel accessible for future tenants.
